If HAMMER and SCORECARD were real applications that actually worked, and were developed in the 2008-2012 timeframe, we would be under the rule of President Hillary Clinton right now.
To be sure, it is technically possible to develop a family of applications that could do what is claimed for HAMMER and SCORECARD, though not in the manner described. There would need to be separate applications developed for each targeted State, plus agents deployed at each installation to activate the gimmicks.
My guess is that a section within the CIA proposed to develop these applications and could not get them to work. My impression is that their technical specialists are not nearly as good as they think they are. Perhaps the project never even got properly started.
But if these applications are real and working, the counter is to audit physical ballots against the reported tallies. Pay special attention to any "close" counts favoring the Democrats and any precincts with unusually high turnouts (100%+) And check the backgrounds of all clerks involved in handling or counting those ballots.
Almost the same measures that would be used to detect traditional ballot frauds.
