Not necessarily by intention. He may believe what others told him. I don't believe it. I believe that it is a setup story intended for discrediting, that will throw off potential investigators.

If the CIA is manipulating the American election, I expect they are using conventional trade craft to provide false registrations, ineligible voters, forged ballots, and false tallies at the precinct level. Old style election fraud with a few minor twists.
They would be working through a maze of front organizations and in alliance with local Democrat political groups and County Clerks. The locals would in fact do most of the actual work. Forged ballots and lists of voter names might come from the agency through suitable cutouts. There might also be timely deliveries of funds, or blackmail information to suborn key people needed for the project.
