A “nod” won’t do to over-rule a law.
Saw in the video a remark about computer chips and such. During the design and review, there were regular Program Management Reviews (PMR) that evaluated updates and added them when building. So, when it first rolled off the line it had up-to-date chips, not old 80’s chips, and since then, PRM’s ensure these components are updated and current.
Funny thing, when the F-22 crossed the International Dateline while enroute to Hawaii they experienced the “Blue Screen of Death.” The software couldn’t handle going “back” in time. (Since corrected).

If you had actually read what I posted, they say the law would have to be changed first.
They left Hawaii headed to South Korea/Japan. Had to form up on their escorting tanker to make it back to Pearl-Hickam because the Nav systems crashed.
