PORTLAND, Ore Why does Portland look so dirty? Why isn't anyone picking up the trash? Those are questions we hear repeatedly from residents and business owners, who say the city has never looked worse. But cleaning it up is complicated.
If you drive along any highway or busy street in Portland, you'll likely see garbage. In some spots, the trash is contained in bags or heaps. In other areas, it's scattered for what seems like miles.
Tim Peters lives in North Portland, right along Interstate 5. He doesn't mind that people are camping near his home. He says they need a place to live, but the trash is a problem. He and his neighbors clean it up, but there's only so much they can do.
"I'd say that pile's been there about a week," said Peters. "We've called the city and asked for help. We haven't seen anything."

Sadly true. I lived there once. It has turned into a trash pit.
I feel for you. Its hard to lose a place you loved in the past.
