Fresno is in Fresno County. Tag says that he is being held in Monterey County. Makes sense since the bulk of LPNF in coastal. So Fresno being a sanctuary city isn't relevant. Monterey County doesn't appear to be a sanctuary county at first cursory look.

Salinas (Monterey County Jail) is not a sanctuary city and I have no idea why Jennifer Mitchell, who wrote the story, added the Fresno stuff.
