Cloaking garb would be a reasonable guess. Though, seemed to me, it sounded like it was so exotic as to remove any possibility of being hindered or retaliated against. I’m skeptical cloaking would qualify for those features.

This reminds me of a Star Trek Next Generation episode called The Pegasus. In this episode the Federation was messing around with a cloaking device that allowed a ship to move through matter all while invisible. It did not end well for the ship and crew.
