They have him speaking from a podium backed by American flags and I don't think there is any audience...if they are there, you can't see or hear them.
He is reading a speech and looks and sounds terrible.

At the beginning of the video you see him “jogging” past a “crowd” of perhaps 20-30 people. There is also a small group of “dignitaries” off to his left.
