If Trump can capture 30% of the black vote, thats 3.9 percentage points of the overall vote. Getting 2.6 percentage points more (3.9 - 1.3) is very significant and could be the deciding factor.

The Dems need their 90% black vote across the country or they lose. Trump is polling much higher than 10% nationally.
