Well yeah. That’s what native means. My problem with this is that I’m guessing the author wants to call them native because he wants honeybees protected which is fine. BUT it’s OK to protect non native species because they can be desirable too. Right now calling something non native is a perjorative.
That's your problem, stop guessing and take the article for what it's worth...........Sheesh!
