We ran into a similar situation with a swimming pool: paid the $400 fee for the summer, and then the governor said only 34 people could be in the pool area at one time, all summer. No credit, either.

Wow! $400? Is that a family pass?
Our senior rate here is $20/$25 if you aren't a senior. You can actually get pool time if you go in the early morning (before 8:30 am)

We ran into a similar situation with a swimming pool: paid the $400 fee for the summer, and then the governor said only 34 people could be in the pool area at one time, all summer. No credit, either. That's outrageous! We got a refund from our YMCA membership for the months our local Y was forced to shut down because of the COVID lockdown (from mid-March through June 20th).
I was back in the lap pool on June 20th, the day our Y reopened.
This is in The People's Republik of Connecticut. I guess we're not the worst Blue State after all...
