I think so too. He could have given the laptop to DOJ but instead “left it” somewhere. I wonder if that means he didn’t intend for Pop to know it was intentionally exposed, or if he had reason to avoid exposing it to certain elements (sleeper agents, holdovers) in the DOJ/FBI?
OK, so NOW Hunter taking the laptops to a repair shop and abandoning them sounds like tradecraft, not a blunder. A way to set up a dead man’s switch.
