The Chinese guy said the files were sent to the DOJ (the broadcast was Sept 24 so it had to be sometime before that) but someone in the DOJ friendly to Biden sat on them, so they had to get the files to Trump another way.
I wouldn’t call allowing actual data to see the light of day meddling. Creating false evidence is meddling.
