Actually, regarding the dam, they have the level up high, but the inflows have subsided and the outflows are pretty close to inflows now. They may be holding back water to let areas downstream drain down before lowering the water level.

I don’t know about the forecast but the outflow just dropped way down and the inflow jumped up a bit.

And the flow and level upstream are rising some as well.
I think that the turbines and floodgates are clogged and getting worse.
