You need to understand that there are two jurisdictions. One is at the state level where the Feds cannot engage unless the governor asks for them to come in. When it becomes a federal issue and terrorism which this fat bastard is talking about. Then the rules change and the counter terrorism Feds get involved. You are not paying attention to the details.
