Note this picture, also at Walter Reed, that shows Trump sitting quite normally at a rectangular table.

If you compare this with the video, which shows Trump at a round table, it is clear that either the round table is too high, or his chair is too low. That's why his shoulders are raised, and with an abundance of wishful thinking, an idiot might conclude that he is leaning on the table for support.
