I’ve noticed that and I’ve noticed that it’s nervous or contrived/forced laughter. In my humble experience when I’ve seen people engage in this behavior they’re either being deceptive or they’re being evasive.
That’s why Pence is the perfect person to debate her. He is going to make her look like a fool, and do it calmly and with a smile.
