That was PBS’s view, this election shouldn’t be on policy but on the temperament of the candidate.

And they think this because they promote the lie that Joe is a nice, polite man who never gets mad and never insults anyone. The reality is that Biden repeatably lies about easily verifiable claims about his own life, and tells massive lies about Trump, such as that he "did nothing" to stop the corona virus, and that every single death was preventable and is therefore Trump's fault, and that "the data" somehow proves this.
Trump gets nasty with pompous big shots, whereas Biden gets nasty with the little guy (or woman) who asks a question he doesn't like.
