there is a communication system out there that has a wire with an “antenna” type device like on his wrist and a loop around the neck. this wire is connected to some type of hip or belt mounted battery pack???

Inductive loops, 1950s technology. Whoever is digging this crap up needs a different hobby. One with 9th grade science as a prerequisite.
