and if you have antifa/BLM in your state, I’m going to destroy them.

He told them what he wanted them to do and left it open ended for them to make the decision and then take the blame.
He set up expectations for the people and when the governors don’t deliver, the people will wonder why.
He is a brilliant strategist.
