As a federal employee, I’m going to argue this point a little.

The federal government is made up of a lot of idiots, and many of those idiots end up in management. People get poorly rated because their bosses choose their friends over the best employees. Bosses gossip and end up unjustly destroying reputations. Bosses will sometimes pick favorites based off political affiliation versus skill. HR is mostly staffed by low IQ know-nothings who can’t help anyone with anything. The union gives federal workers the opportunity to defend themselves against idiot management when they inevitably f*ck up the career of a decent employee who is working for The People. That is the value I have seen to date in having federal employees unionized - insurance against idiot bosses, which the government is full of.

As a union representative in the private sector for 15 years and as a Federal employee for 25 years, I concur with all the points you’ve made. I believe all government employees should have the right to unionize for grievance procedures, etc. HOWEVER, I am totally opposed to government employee unions being permitted the right to bargain for wages/salaries, retirement benefits, and fringe benefits, i.e. the compensation package in its entirety.
