The history of this area is not all that clear. The issue arises over a small region in Azerbaijan called Nagorno-Karabakh. IMO the conflict arises first: because the district is primarily Armenian Christian surrounded by an Islamic Azerbaijan.
How did these Armenian-speaking Christians end up surrounded by Arab-speaking Muslims? That addresses the second reason for the conflict: BABEL. In a move to destroy the ethnicity and culture of Armenia, the early USSR (read Joseph Stalin) duplicated a similar move when the Assyrians uprooted the Israelites out of the region that came to be known as Samaria and moved them to Babylon, replacing them with other ethnic groups. The effect was to be to end such strong anti-cultural traditions and make foreign rulership easier.
It set enmity between the Judahite Jews and the Samaritans, and it fostered enmity between the Christian Armenians and the Muslim Azerbaijani.
IOW the intent is to weaken local culture and language and make it easier to impose a foreign hegemony. Welcome to the post-Stalinist world.

Sounds a lot like what has been happening to the U.S. since the ‘80’s. Didn’t need to move us, just bring in a bunch of foreigners who have no intention of integrating.
