Hashim (Hash) Mooppan has served as the Deputy Assistant Attorney General for Civil Appellate since May 2017. In that time, Hash has personally handled twenty-five oral arguments, including en banc arguments in six different circuits, in some of the Departments most important cases, such as defending challenges to the Presidents travel suspensions, the rescission of DACA, the designation of an Acting Attorney General, and the Presidents alleged acceptance of emoluments.
Previously, Hash was an Assistant to the Solicitor General from March to May of 2017, and, before that, he practiced for ten years in the Issues & Appeals group at Jones Day, where, among other things, he briefed the constitutional challenge to the Affordable Care Act and argued an antitrust state-action immunity case in the Supreme Court. Hash clerked on the Supreme Court for Justice Antonin Scalia and on the Fourth Circuit for Judge J. Michael Luttig; he is a magna cum laude graduate of Harvard Law School and was an Articles Editor on the Harvard Law Review.
