Police on bicycles is just nuts. Where are the horses? BIG horses intimidate crowds while bicycles make the cops look weak, ineffective and effeminate. I've thought the same thing. Watching them in action they seem to be used to push back on the crowds. Don't know if that's the purpose. Might be me but I haven't noticed shields being used much.

Yeah, the enemy all have their homemade shields. The cops have few shields.
