If not, then the cop and police department should be sued for false arrest and violation of civil rights.
There is no specific law. The "mask mandate" is by executive fiat based upon a law that allows the governor and certain executive agencies to strip the citizenry of their civil and constitutional rights in the event of a health emergency.
