I don’t think she was on the gas pedal either. The motion looks like when you are still in gear (DRIVE). Once she saw the car stopped she slammed on the brakes though but I still don’t think there was an impact. No sound of the crunch, no damage on either bumpers, and no airbag were deployed.

Duesnt matter. Id say that driving at any speed half out the window constitutes reckless driving. That is generally an expensive, see the judge ticket, the kind that causes insurance companies to double your rates even if they keep you as a customer. Insurance companies are known to monitor social media.

Whether she was coasting or had her foot on the gas her car was moving, she was behind the wheel, hanging out the window not paying attention to the road. She very well could have had an accident and she probably received a ticket for distracted driving at the very least.
