I’m slow...so sorry if this is too obvious or too obviously wrong. But since “Rig for Red” means prepare submarine to ascend to the surface at night.
Running Red means the red lights in the submarine are already and the sub is ascending.

Absolutely, that's why Running Red is the ability to look into the darkness and see what it is.
By it being perceived and flushed out of the dark it will be brought to the light of truth and justice will be served.
