just in general, there is a tendency to blame outside forces for problems, as opposed to blaming the problems on the policies or actions of these Democrats.
One example I like to cite, which seldom is talked about, is the failure of the War on Poverty. We have spent trillions on anti poverty programs since the mid 1960s. Arguably we lost that war on poverty. Those programs were all Democrat programs, but we never talk about how the results of those programs show they failed to eradicate poverty.
She can tell herself anything she wants. In the end, she will have to face it. We always do.

She enabled the rioters, refused to enforce the laws, helped perpetuate the bad situation that escalated because of her inactions. She had the authority to take control, and end it the night it started, but because she refused to uphold her oath of office, and instead, let chaos ensue, she has blood on her hands. If she’s not responsible, I don’t know who is.
