Homosexual acts are sins; no question about that. It is sinful, but no more sinful than many other sins.
A person can engage in homosexual acts and still be a good public servant. Prime example is Ric Grenell.

Perhaps, but that cannot be relied upon. A mental illness cannot be compartmentalized; it will slop over into other areas sooner or later. I remember when David Brock was thought to be a reliable conservative, and look at him today.
