If the police play this game around here, the criminals will wish the Police would start doing their job. The citizens will not be as restrained. In fact I would bet a few would enjoy taking care of criminals, whether just a beat down or a shooting.
Those citizens are not minorities resisting arrest, in which cases, the cops will *not* be cowed and restrained.
