Recall the agencies under Obama bought up huge amounts of ammo, in some cases depleting entire inventories?
Im guessing that ammo will reappear after a Trump landslive.

IIRC, most of that ammo was .40 cal.

Pistol ammo -- and not terribly common pistols... Maybe a few SMGs chambered for it...

But, all in all, not a numeric match for the 9mm pistols and .556/.223 rifles in the right civilian hands.
