If so, that is the PUNISHER logo from the Marvel comic THE PUNISHER, about an ex-military guy who seeks revenge by taking out bad guys.

Certain special forces units (SEAL Team 6, I think) wear it as a badge on their uniforms.

Q has adopted it as a talisman. It usually means PAIN.
