These kids need to be detained, identified and put on the evening news or some other form of media where the public can see them. And see who they are.
Provide a brief bio of who they are, their parents, where they grew up, went to school, what their parents do for a living, etc. Let the world see them for the shitty vandals they are.
Shame the entire family. Have guys go to their homes and ask the parents how they feel about little Bobby or Susie setting fire to cop cars, throwing rocks at cops and destroying someones business. Put the mic’s in their faces and see how they like it.

I remember William F. Buckley saying that we don’t know or use shame anymore, and freedom needs it if we want to save civilzation. Exposure generates shame.
