The NFL is a corporation owned by the team owners. Goodell works for them. He can order teams to do whatever he wants to but the owners can tell him to piss of or find a new job.

But they won't. Because many of them are big time SJWs and others have bought into the idea that they need to kiss SJW ass or else. They'll pucker up but discover that they get the 'or else' anyway in addition to alienating their actual fans.
