I read some back and forth between the D.C. Attorney General and Mayor Murial Bowser. Seemed like blame shifting - the mayor blamed the AG for unprocessed criminal complaints and the AG refuted the mayor:

 Seemed like blame-shifting. The mayor ordered NG troops out of D.C. but then criticizes the AG for not prosecuting enough?
