I don’t see a quorum requirement but I do see a problem if a State disenfranchises it’s citizens by intention.

The Constitution says in Article 4:
Section 4
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

What does “guarantee to every State...a Republican Form of Government” mean if a State operates so as to deny the state’s voters the right to send Electors to Congress?

Does the Federal government ignore this requirement at its peril?

That’s a guarantee the each individual state must have a Republican form of government. It’s not a guarantee that the state will select electors and have those electors vote for a presidential candidate. A Republican form of government could, theoretically, do the stupid “let’s not appoint electors” drill.
