Yeah, that’d count as rough waters to a small boat.
We participated in a Trump boat parade, on another TX lake, over 4th of July.
I could see where smaller boats could run into trouble, with all of the large waves/wakes created, by the traffic.
The lefties are, of course, having a field day, over these sunken boats. Most that I saw (that sunk/were sinking) looked small and many have said that some probably didn’t check their plugs.
