The District of Columbia is a constitutionally created locality for their Federal government. The city has home rule under the DC home rule act, but that also makes the city government part of the Executive Branch. The DC city government has no right to unilaterally rename or tear down federal monuments and buildings.

There is no reason the Home Rule Act cannot be repealed. A federal enclave does not need an elected mayor or city council. Any DC resident who thinks that does not give them all the rights they want, is free to move somewhere else. Baltimore, for example.

So, in theory, as head of the Executive Branch, PDJT can sign an EO today abolishing DC home rule and putting DC under federal control.
