Rudy being a very intelligent security man he knew Biden would be wearing this device. Our President knew it would be used so Rudy and Chris tells him to interrupt as often as possible. Especially when Joe is asked a question or Mike is talking. Talk because THAT IS WHEN SOMEONE IS TALKING TO JOE. With this constant interruption HE won't be able to get instructions.
