Yep. There were scouts looking for victims. This was conspiracy. They were going to murder whoever they found.
The City of Portland and especially its mayor have let these animals run loose in the streets for months with no repurcussions. Escalating murder and mayhem are the inevitable result.
My wife and I used to visit Portland often especially downtown and the Zoo with our grandkids. We will not go there now. We will not even go into Seattle even though we have a lot of friends who live there. Same situation.
