Correct. And in Quebec City, it would likely be done in unilingual french with no english translation. The french are much more militant there than they are in Montreal.
I initially thought it was Ottawa from the still photo, changed my mind to Montreal or QC because of the abundance of Quebec flags and the apartment tower, then flipped back to Ottawa after watching the video.
There never used to be an apartment tower visible beyond the Parliament buildings, which threw me off, but Ottawa keeps spreading out. The apartment building is probably in Hull, Quebec, which is directly across the Ottawa River from Parliament Hill.
