Yes, true. What he is saying that his former employee that is one of the 100 insurers of the dam did an inspection. He said that the water was over the max allowable height, 175 meters. The wind was blowing hard and he had a few inches of water he was walking thru at the to p of the dam. So limited visibilty. There are 6 check points before reaching that spot. None of them allow a camera.
I could play him back as 2X speed and still understand what he was saying.
