Willie Brown was infamous for handing out patronage jobs. I was an I.T. engineer working for S.F. when Willie Brown was mayor, having my crew do work in the mayor's office and other departments. Everyone was fearful of him, because of his gangster-like demeanor. Elevator doors would open and Willie would be standing outside the crowded elevator. Most people would wait for the next elevator. Not Willie. We would make a path for him to enter. He would come in and not turn around, but just stare at me with cold calculating eyes. Anyway, I was working at setting up the new 911 facility and this guy struck up conversations with me, offering to get me coffee, answer my phone for messages, and willing to do anything. I asked him what his job was, he said he didn't know. That Willie appointed him to the 6-figure position at 911 without experience. That guy was Brian Setencich, former speaker of the California Assembly who had been removed from that role as puppet for Willie. He ended up going to prison for corruption (I ran into him years later when he got out). Willie was handing out plum jobs in return for favors, Kamala among them.
