The EO's are a negotiating ploy IMO. POTUS has put Pelosi and Schumer in a position of fighting against aid to help people. I expect they will soon return to the negotiating table. If not, the EO's will proceed (likely through the courts.)

I also believe the play is to force Blue states that can’t match $$ to open in lieu of staying locked down. If NY and Cali open economy goes to Warp Seed!
