The power 5 should all be in good shape; the Pac8/10/12/? now being the weakest of them. Notre Dame playing an ACC schedule should give that conference a boost.
A lot of the weak programs will take a big hit this year from losing out on a payday game.
And 20 colleges with competitive teams isn't far from normal.

20 colleges with competitive teams NEED all those patsy teams to make them look good....its like the Yankees of old....they don’t exist in a vacuum...they needed teams to beat up continually.

It now makes sense to me why The Rock bought the XFL yesterday. There will be a large pool of talent coming from colleges shutting down their football programs.
From what I have been told, mens basketball breaks even at most D1 schools. Football has to pay for everything else. How much is a plane ride to LA for the softball team?
