Very stupid people. These were private boats that went right up to the capsule.

Maybe maybe not... extreme telephoto views can make things look closer together than they really are.

One would not want to anywhere near that capsule until it safes and vents all the residual NTO & MMH both are FIERCELY toxic in the ppm range in air. The thrusters would be still off gassing from their firing during entry ops. Even after the support ship picked up the capsule the astronauts were keep sealed inside for over an hour too safe the NTO/MMH system the reading from the live stream with gas detection meters was low ppm for NTO. The deck crews where in full biosuits and SCBA air tanks that stuff is that nasty. NASA has been working on green hypergolic fuels to replace NTO,MMH and hydrogen peroxide which the Russians love to use.
