Why the hell are the feds involved? Where is the constitutional justification for federal involvement?

The Portland rioters are going to find out that they weren't actually in the city of Portland when they committed their rioting crimes - even though they thought they were.

They were in Federal jurisdiction - which is a Whole Nother Country.

They should have paid attention in American Government class...
