I agree that this should have been done long ago. But sometimes governments will wait a 50 years or more before awarding collective medals.
For example, in 2004 the French government awarded the Legion of Honor to all living Allied World War II veterans who could prove they served in France. That war had been over for 59 years.
The military veteran is always slighted.
