No they will be given your stuff as a reward, but once people like us have been destroyed and/or forced to bend the knee to the almighty state, the street thugs will be disposed of by the elite. My bet is they will be left to cannibalize themselves while the ruling class isolates itself.
Actually, this could be far uglier than I can imagine.
