I do think that if the expected squabbling ensued, it would fall to the Supreme Court to make that determination, making it a matter of precedent law. It would still be a Roberts court, so I think the only thing you could bank on is that we would end up with a globalist that is otherwise an able administrator.
I think this would end up landing in Robert’s lap, and Roberts has formidable creative writing skills (I half expect we’d end up with Jeb!) I wouldn’t count Pelosi out because as lefty as she is, the woman can wield power, and our biggest concern at that point would be a foreign power exploiting a leaderless United States. She’s a nightmare but she’s probably the best we have outside of Mitch at wielding power.

Another thing that he did not consider:
Senate seats terms that expire on January 3, 2021 could be filled by nomination of the sitting governor (assuming cancellation of the November election)
