You are thinking of the original series episode "The Invisibles" (season 1, episode 19), which starred Don Gordon as a "GIA" deep-cover agent who had penetrated an organization controlled by furry little monstrosities.

John Saxon never appeared in any episode of "The Outer Limits" (not even of the for-the-most-part cruddy revival series).

Posted that from age 10 or so recollections of the show. Don Gordon does look similar to John Saxon, at least to me.
